My Vote and Why

My Vote: No

Why: Creates new charter-protected departments with limited voter oversight and locks spending into the charter

Discussion notes

Question: Does Measure E create new spending and departments with limited oversight?

Answer: Yes. The measure creates a charter-protected Ethics Commission plus an Office of Ethics Compliance with an appointed chief, sets its own salary rules, and locks at least 10% of locally generated unrestricted General Fund revenue into Care First/community-investment spending. The commissioners are not directly elected, and the public only exercises oversight indirectly through the nominators. A No vote keeps the existing ethics framework and preserves the Board of Supervisors' full budget discretion.
